Owners, vote here. A 50% vote of current owners (payment status is not relevant) will approve the new rule for this season. The poll will close once we achieve a ruling, or on March 22.

During the season free agents (including waived or released players) may be signed, without limit, subject to the following rules:
 
A. FAAB Claims

1. Each team shall have, for the purpose of acquiring free agents during the course of the season, a supplementary budget of 100 units plus any amount not used in the auction. This amount shall be known as the team’s Free Agent Acquisition Budget (FAAB).

2. Players are subject to FAAB bidding when they become Newly Available, either through a release by an FBB team or by a Reals transaction

3. For newly available and active players, the FAAB bidding period will expire
a - 58 hours (10 PM on the second day) after his Activation as posted on the Reals, or
b - 48 hours after the posting of the Release from an FBB team

4. Up until the FAAB deadline, a team may submit a bid for one or more free agents. These bids will be submitted to the League Administrator as the League Administrator directs

a. The minimum bid shall be one (1) unit; the maximum bid shall be the amount remaining in a team’s FAAB budget.  Bids resulting in a team exceeding the cap will be disqualified.

b. The bid MUST include the amount bid, the full name, position, and team of the player claimed and the player to be waived or reserved.

c. FAAB bids may be made in the alternative and will be prioritized in the order in which they are submitted. Eg., (1) Reserve Tom Small P NYM, claim Mike Cantwell P MIA $6, or Steve Dembinski P StL $6, or Rick Pontious P LAD $7; (2) Reserve Steve Shiffrin P LAD, claim Steve Dembinski P Stl $6 or Rick Pontious P LAD $7.

d. A free agent goes to the highest qualified bidder.

e. If more than one team submits the same high bid, the player goes to the team that is lowest in the standings at the time the results are announced by the League Administrator.

f. The salary for player acquired via FAAB will the GREATER of the winning bid or the original salary of a waived player.

5. FAAB dollars may be traded for use in the season in which they are traded.

6. The League Administrator will place the results of the FAAB process on the forum board adding at least the runner up bid if there was another bid.

B. Claims Outside the FAAB System - as per existing rules. "Standard" claims do not effect the FAAB.

Section 7, Rule 3, 2 would be amended to the following: A newly available player will always be subject to FAAB.

Section 7, Rule 5 would be amended to make FAAB bids the exception to Rule 5, and Part 2 modified to say "Transactions are effective the day of the initial message or FAAB bid if posted before noon; otherwise it takes effect the following day."

Section 7, Rule 9, 2.2 should be added: FAAB dollars, as described in Rule 8, may be traded for use in the season in which they are traded.


This is not to be a discussion - there has been plenty of that in the FBB section, and will be again in September.

Bench did NOT reach the required five votes, and so will NOT be using FAAB in 2012!
