Dear Joe, do these rules still apply as of 9-1-17?

7.11 Stretch Run Roster
Beginning September 1st, the role of a team's Reserve List changes to that of a "bench".
7.11.1 Autowaivers are not applicable during this period. Players on the Reserve List may remain so for the completion of the season.
7.11.2 Players on the Active Roster may be Reserved without cause or reason provided a Reserve List player that is on the Active Roster of the applicable League is Activated, at no charge.
Quote:
This means that players active IN THE NL can be moved between your active roster and your "bench" without incurring a charged transaction.
7.11.3 Free Agents can be claimed and added to the Active List or to the Reserve List, in two situations:
7.11.3.1 When Reserving a player who has been removed from the Active Roster of the applicable MLB League, a Free Agent can be claimed without a Charge.
Quote:
No change here from the regular season.
7.11.3.2 When Releasing a player who has not been removed from the Active Roster of the applicable MLB League, a Free Agent can be claimed as a Charge.Quote: [color=black]

I don't recall seeing any changes posted, so yes.

Do the rules start at midnight or noon?

Basically, they are effective 12:01pm on 8/31, since the transaction becomes effective 9/01.
